The firm invests in sustainable infrastructure that contributes to economic development and environmental stewardship, such as transportation networks, social infrastructure, energy, and environmental projects.The client is exploring investment opportunities across Africa in sectors such as waste management, transport, low-carbon energy, and social infrastructure. For this project, the Fund is assessing a concession in Mauritius focused on waste valorization in partnership with the government.ProjectThe client is evaluating the commercial viability of a waste valorization project in Mauritius. The concession model includes revenue streams from (i) tipping fees paid by the government and (ii) sales of transformed waste (plastic, metal, compost, paper, etc.) to domestic, regional, or international offtakers. To make an informed investment decision, URF requires expert analysis of market demand, offtake structures, contract terms, price volatility, and competitive landscape.   • Market demand analysis for recycled waste products in Mauritius, regional markets, and global demand centers (notably Asia – Singapore, India).
  • Competitor mapping: assessment of regional recycling facilities, processors, and supply alternatives.
  • Contract benchmarking: analysis of offtake agreements (tenor, volume commitments, floor/ceiling pricing, risk-sharing structures).
  • Pricing and volatility review: historical price data, market volatility, and implications for long-term revenue predictability.
  • Scenario analysis: Mauritius-only, regional, and Asia-export pathways, including sensitivities on transport/logistics costs.
  • Simplified business model: illustrative revenue/cost projections integrating tipping fees and commercial offtake risks.
  • Negotiation levers: recommendations on structuring contracts and risk allocation for a sustainable 20-year concession.
  • Final report in English (or French if preferred), summarizing findings and actionable recommendations.
RequirementsExperience Required:
  • Proven expertise in waste valorization value chains (plastics, metals, compost, paper).
  • Familiarity with circular economy models and PPP/concession structures in waste or municipal services.
  • Experience with commodity trading/secondary materials markets, including price indices and hedging strategies.
  • Demonstrated ability to prepare inputs for investment committees and financial institutions.
  • Strong regional/global networks in African recycling and Asian demand markets.
  • Prior consulting or advisory work in emerging markets, ideally including Mauritius or the Indian Ocean region.
Technical Requirements
  • Advanced financial modeling skills under uncertainty (stress-testing scenarios).
  • Ability to assess policy and regulatory frameworks for waste and recycling in Mauritius, COMESA, and export destinations.
  • Strong quantitative and analytical research capabilities for rapid desk-based assignments.
  • Proficiency in delivering benchmarking studies and contract structure analysis.
